The Garrison Diversion Conservancy District (GDCD) is currently requesting Statements of Qualifications and Preliminary Proposals (SOQ/PP) from firms to provide value engineering for the design of the Red River Valley Water Supply Project Pipeline Preliminary Design Report and the Project Operational Plan.
